Lead Development Finance Researchers



We are looking for several part-time development finance researchers to join a task-force that will carry out Development Finance and Tax Assessment in several African countries. The Development Finance and Tax Assessment is a tool designed to support and guide governments towards long-term sustainable resource mobilization and financing for national development.


We are looking for researchers with the following Technical Qualifications and Experience

  • PhD degree or Master Degree and equivalent experience in Public Finance Management, Economics, Public Policy, Taxation and Planning with sound statistical capabilities;

  • A minimum of 5 years of demonstrable research experience with a track record of publications in some of the following development finance fields with focus in the global South and in Africa:

  • Public Development Finance: Tax and Non Tax Revenue, mineral-related taxation, external debt and public domestic borrowing, ODA and South-South Cooperation, Climate-related finance

  • Private Development Finance: Foreign Direct Investment, Impact Investment, Overseas remmittances, INGO Donations, Social /Development/ Green Impact Bonds, Public-Private Partnerships, Inclusive Business Finance, Domestic Philantropy

  • Government Planning and Budget Integration: Results-based budgeting, financing and management, Public Expenditure Reviews and/or PEFA


We are looking for candidates with the following competences and skills:

  • Demonstrated personal and ethical standards, with proven sensitivity and adaptability without prejudices in terms to intercultural issues, gender, religion, race, nationality and age, with high level of respect for diversity.

  • Adaptive and results-oriented approach to work.

  • Ability to create sustainable synergies of work among multiple actors and excellent teamwork management with good communication skills.

  • Excellent planning, creativity and organization skills, as well as, commitment to collaborative learning

  • Highly adaptive to change and positive response to feedback and different points of view; and

  • Proficiency in English and/or French is required.


We will provide on the job training and technical guidance during their appointment.
